★ ★ ★ ★ ★ KUALA LUMPUR: Institut latihan kemahiran yang gagal menyelenggara dana pinjaman diberi oleh Perbadanan Tabung Pembangunan Kemahiran (PTPK) berkemungkinan disenarai hitam daripada menerima kemudahan berkenaan.
Pengerusi Jawatankuasa Pemerkasaan Pendidikan dan Latihan Teknikal dan Vokasional Malaysia (TVET), Nurul Izzah Anwar, berkata, sudah tiba masanya tindakan itu dilakukan kerana dana tidak disalurkan dengan sepatutnya.
Katanya, kegagalan menyelenggara dana dengan baik menyebabkan pelajar terpaksa menanggung kesannya kerana kebanyakan peminjam datang daripada keluarga berpendapatan rendah.
“Rata-rata pelajar institusi kemahiran ini bergantung kepada dana PTPK dan agenda utama kita sekarang adalah memastikan pelajar ini mendapat gaji setimpal bagi memudahkan bayaran balik.
“Jadi jika berlaku ketirisan, seeloknya institusi berkenaan disenarai hitamkan,” katanya ketika ditemui selepas melakukan lawatan kerja ke PTPK, dekat sini, hari ini.
Yang turut hadir Pengerusi Lembaga Pengarah PTPK, Datuk Sri Adenan Ab Rahman dan Ketua Eksekutif PTPK, Azrul Izham Hamzah.
Lawatan itu bertujuan untuk mendapatkan gambaran sebenar mengenai peranan dan fungsi PTPK sebagai pembiaya latihan kemahiran kepada pelajar dalam bidang kemahiran.
Nurul Izzah berkata, beliau melihat komitmen yang baik daripada pihak kementerian dan juga PTPK bagi menyelesaikan isu penyaluran dana ini.
Dana yang disalurkan tidak akan diberi kepada sebarang institusi kerana beberapa kriteria diambil kira seperti prestasi kutipan bayaran balik pinjaman dan berdasarkan keputusan penarafan bintang.
“Justeru ia dapat melahirkan suasana kondusif bagi graduan TVET untuk membayar balik setimpal dengan agenda kita memperkasakan TVET,” katanya.
Sementara itu, Azrul Izham, berkata bagi tahun 2001 hingga 2018, PTPK sudah membiayai pinjaman latihan kepada 415,490 peminjam dengan jumlah dana sebanyak RM4.07 bilion.
“Daripada jumlah itu, kutipan yang diterima setakat ini sebanyak RM502 juta. Tetapi selepas PTPK memperkenalkan pusat panggilan bagi bayaran balik, ia meningkat kepada 40 peratus.
“Kita juga akan memperkenalkan inisiatif lain bagi meningkatkan bayaran balik supaya dana itu dapat diberikan kepada peminjam untuk tahun semasa.
“Ketika ini, tempoh bayaran balik diberikan kepada peminjam ialah selama 10 tahun dengan kadar kadar perkhidmatan ialah sebanyak tiga peratus saja,” katanya.
 KUALA LUMPUR: The skills training institute that fails to maintain a loan fund given by the Skills Development Fund Corporation (PTPK) is likely to be blacklisted from receiving the facility.
The chairman of the Malaysian Technical and Vocational Education and Training Authority (TVET) chairman, Nurul Izzah Anwar, said it was time to take action because the funds were not properly channeled.
He said the failure to maintain the funds well caused the student to bear the consequences as most borrowers came from low-income families.
"The average student of this skill institution depends on the PTPK fund and our main agenda now is to ensure that this student gets a paycheck for easy repayment.
"So if leakage occurs, the institution is blacklisted," he said when met after a working visit to PTPK, near here, today.
Also present were the Chairman of the Board of Directors of PTPK, Datuk Sri Adenan Ab Rahman and PTPK's Chief Executive, Azrul Izham Hamzah.
The visit aims to get a real picture of the role and function of PTPK as a skills training financier for students in the field of skills.
Nurul Izzah said he saw a good commitment from the ministry and PTPK to resolve the issue of channeling the funds.
Funds donated will not be given to any institution as some criteria are taken into account such as loan repayment performance and based on star rating results.
"Hence it can create a conducive atmosphere for TVET graduates to repay it with the agenda of empowering TVET," he said.
Meanwhile, Azrul Izham, said for 2001 to 2018, PTPK had funded training loans to 415,490 borrowers with a total fund of RM4.07 billion.
"Of that amount, the receipts so far amounted to RM502 million. But after PTPK introduced a call center for refunds, it increased to 40 percent.
"We will also introduce other initiatives to increase refunds so that the funds can be provided to borrowers for the current year.
"Currently, the repayment period for the borrower is for 10 years with the rate of service being only three per cent," he said.

I already paid my outstanding bills and when i checked back it increasing like i didn't even pay for 5 months when in fact i already paid for 2 months in advance and i never miss to pay my bills ! Then, when i call them to check with them about my balance and outstanding bills they never pick up my calls ! Did you guys even work or just salaried blind ! I so fed up with PTPK !
