Objektif Penubuhan RISDA:
Memastikan arah tuju RISDA selaras dengan dasar pembangunan pekebun kecil dan dasar pembangunan negara.
Menggubal dasar makro pembangunan pekebun kecil bagi tujuan meningkatkan pendapatan dan menjadikan masyarakat pekebun kecil yang progresif sejahtera dan cemerlang.
Memastikan pelaksanaan program dan projek pembangunan pekebun kecil selaras dengan dasar dan strategi yang ditetapkan.
Bertindak sebagai tumpuan rujukan dan menyelaras keputusan mesyuarat utama dengan Agensi Pusat serta kajian dan penyelidikan.
Memperluas dan mengeratkan jaringan kerjasama dengan Agensi Kerajaan dan Swasta di peringkat pusat dan antarabangsa.
Menyediakan pangkalan data mengenai kumpulan sasar bagi memabntu perancangan program dan projek pemantauan pelaksanaan projek dan penilaian impek program.
Membantu mempertingkatkan kecekapan dan keberkesanan operasi dan Pengurusan RISDA melalui penggunaan ICT relevan.

Objectives of the Establishment of RISDA:
To ensure that the direction of RISDA is in line with the development policy of smallholders and the national development policy.
To formulate macro policies for the development of smallholders for the purpose of increasing income and making a progressive smallholder community prosperous and excellent.
Ensure the implementation of smallholder development programs and projects in line with established policies and strategies.
Acts as a reference focus and coordinates the results of key meetings with Central Agencies as well as studies and research.
Expand and strengthen cooperation networks with Government and Private Agencies at the central and international levels.
Provide a database on target groups to assist in program planning and project project implementation monitoring and program impact evaluation.
Assist in improving the efficiency and effectiveness of RISDA operations and Management through the use of relevant ICT.
